Shipping boxes to and from Peru
Peru is easy on small boxes: courier shipments worth up to USD 200 FOB pay nothing, and boxes up to USD 2,000 pay a flat 4% duty plus 18% IGV. The big catch for anyone sending their own things is used clothing and shoes, which Peru bans unless they come as baggage or menaje de casa. Have the receiver's DNI ready. Peruvians moving home after 3 years or more abroad can bring their household goods tax-free with the returning-migrant card.

Duties and taxes123479101115
- Duty-free threshold
- Up to USD 200 FOB per shipment (about PEN 680): no duty and no IGV, whether the box holds gifts, purchases, or your own belongings. Boxes for the same receiver that arrive on the same flight may be added together. Correspondence and documents without commercial value also clear free.
- Import tax
- Boxes above USD 200 and up to USD 2,000 FOB (about PEN 6,800) pay a flat 4% duty plus 18% IGV, made up of the 16% general sales tax (IGV) and the 2% municipal promotion tax (IPM), on the CIF value plus duty. Restricted goods and formal imports pay the item's own tariff rate (0%, 4%, 6%, or 11%) plus the same 16% and 2%, and excise tax (ISC) where it applies.
- How value is worked out
- The courier limits (USD 200 and USD 2,000) are FOB values: the goods only, without international freight or insurance. Duty and taxes are then calculated on the customs value, which is the FOB value plus international freight and insurance (CIF). Values are expressed in US dollars, and amounts in other currencies are converted to dollars. Duty and taxes are set in dollars and paid in soles at the SBS bank-system selling rate on the day you pay (about PEN 3.41 per USD in late September 2026). Customs checks values under the WTO valuation rules and can adjust them; a courier box revalued at up to USD 3,000 stays in the courier regime. For used goods, declare a fair second-hand value. If non-commercial goods have no receipt, a sworn value statement is accepted in justified cases.
- Who pays
- Shipments are sent DAP. The receiver pays any duties and taxes before or on delivery. The courier may add a clearance or disbursement fee.
- Moving there?
- Peruvians returning after at least 3 years abroad (2 if the host country forced the return) can bring, once, menaje de casa up to USD 50,000 (about PEN 170,000), one vehicle up to USD 50,000, and work equipment for a productive project up to USD 350,000 free of import taxes under Ley 30001, extended by Ley 31827. They need the returning-migrant card (TMR) and must apply to SUNAT within 6 months. Anyone else who has lived abroad for 13 consecutive months can bring new or used household goods as menaje de casa for a single 12% tax on the customs value, if the goods arrive between 1 month before and 6 months after the traveler and the benefit wasn't used in the last 2 years.
Worked example
Illustrative: a box of used kitchenware, books, and a small appliance worth USD 600 FOB. With USD 100 of freight and insurance, the CIF value is USD 700 (about PEN 2,380). Assumes nothing in it is restricted or subject to excise tax, so the flat 4% courier rate applies.
Duty: 4% x USD 700 = USD 28. IGV: 16% x (USD 700 + USD 28) = USD 116.48. IPM: 2% x USD 728 = USD 14.56. Total USD 159.04.
About USD 159 (about PEN 540), plus any courier fee. The same kind of box worth USD 200 FOB or less would owe nothing.
How customs clearance works in Peru123413
The courier sends SUNAT each waybill and files a simplified declaration (DSEER) for boxes worth up to USD 2,000 FOB, with the receiver's name, ID number, and the value, freight, and insurance. Documents clear on the manifest alone, and boxes up to USD 200 clear with no taxes. Above that, a box is released only once the duty and taxes are paid, or guaranteed by the courier.
- Formal entry
- Above USD 2,000 FOB (about PEN 6,800), the boxes need a full import for consumption instead of courier clearance, and the IGV prepayment (percepción) applies. Excise goods over USD 200 and goods claiming other tax benefits, such as the returning-migrant exemption, are also cleared outside the courier's simplified declaration. Menaje de casa is declared on its own form (DSI) at the customs office where it arrives.
- How long it takes
- Often 1-3 business days after arrival when the receiver's ID and the values are in order. Longer if the box is picked for physical inspection or needs a DIGEMID or SENASA permit.
- Inspections
- SUNAT's risk system assigns each declaration a green channel (no physical check) or a red channel (physical inspection by a customs officer). Restricted goods are flagged and wait for the permit number. SENASA inspects plant and animal products, and only those with a favorable inspection report may enter. Prohibited goods, including used clothes sent as gifts, are taken out of the courier regime and may be sent back or seized.
- If duties go unpaid
- A box not declared within 15 calendar days of unloading (or an extension), or declared but not cleared within 30 calendar days, falls into legal abandonment. It can still be cleared, with surcharges, until customs disposes of it. If the receiver can't be found or refuses the box, the courier can ask to send it back abroad within 30 calendar days of unloading, as long as it hasn't been declared for import.
Moving to Peru: claiming duty relief67891011
- 01
Choose your route
Peruvians back after 3 years or more abroad (2 if the host country forced the return) can use the returning-migrant exemption, once. Anyone with 13 consecutive months abroad who hasn't used the menaje benefit in the last 2 years can bring menaje de casa for a single 12% tax.
- 02
Get the returning-migrant card
Apply for the Tarjeta del Migrante Retornado (TMR) abroad or in Peru, up to 180 days before or after you arrive. Your time abroad is checked in Migraciones records; visits to Peru of up to 180 days a year don't break it.
- 03
Prepare SUNAT's paperwork
A detailed, valued list of your household goods, signed, with proof of value (Anexo 2); a sworn declaration of ownership, residence in Peru, and commitment not to transfer the goods (Anexo 1); a copy of the TMR; and your migration record if you got the TMR abroad.
- 04
Ship in your own name, on time
Every shipping document must name the returning migrant. For the 12% menaje, goods must arrive between 1 month before and 6 months after you, and visits home can't have gone over 30 days a year. Tell the courier the boxes are menaje so they aren't cleared as ordinary courier boxes.
- 05
Apply and clear
Apply to SUNAT for the exemption within 6 months of arriving (or of the TMR's issue date if you got it in Peru). Menaje is declared at the customs office where it arrives, on a DSI for the 12% route. Customs inspects it, you pay any tax in soles at a bank, and then you collect it.
Documents to have ready137812
- Receiver's DNI, or carné de extranjería for foreign residents (plus a RUC if the receiver goes past the occasional-import limits)
- Itemized packing list with a fair value for each item, marked as gift or used personal effects
- Invoice or receipt for anything bought; for used personal goods with no receipt, a sworn value statement (Declaración Jurada de Valor), accepted in justified cases
- Permit (documento de control) for restricted goods, such as DIGEMID authorization for medicines, usually obtained through VUCE
- For menaje de casa: passport or official ID, the DSI form, and the transport document. Returning Peruvians also need the TMR and SUNAT's annexes, with every shipping document in their own name
- A notarized power of attorney (carta poder) if someone else handles an in-person clearance for you
DNI, or carné de extranjería for foreigners (RUC above the occasional-import limits): Every courier declaration records the receiver's ID type and number, and the courier logs the ID of whoever signs for the box. Individuals don't need a RUC for occasional imports: up to 3 a year worth up to USD 1,000 FOB each, or one a year worth USD 1,000-3,000. Past that, SUNAT requires a RUC and the declaration is held until it is fixed. If the receiver is a minor, the declaration must name a parent or legal guardian instead. We ask for it during booking.
Onvoyo prepares the commercial invoice from your contents list. You print three copies, sign them, and send them with your boxes.

What you can't send to Peru1234561213
Not allowed
- Aerosols, spray cans, and compressed gas cylinders
- Flammable liquids and solids: fuel, lighter fluid, paint, nail polish, matches
- Loose or spare lithium batteries and power banks not installed in a device
- Cash, gift cards, checks, and other negotiable items
- Firearms, ammunition, replicas, and weapon parts
- Perishable food, and meat, dairy, or fresh produce
- Cannabis, CBD, and THC products, even where they are legal at origin
- Used clothing and used footwear, unless they come as baggage, menaje de casa, or an approved donation
- Fireworks, firecrackers, and other pyrotechnic articles
- Replicas and other objects that look like real firearms
- Many pork products, including sausages and cured or canned pork
- Pisco, which SUNAT lists as a prohibited import
- Products containing amphibole asbestos
Allowed with conditions
- Medicines, medical devices, and health products
- Need DIGEMID's exceptional import authorization for individual treatment. Apply free through VUCE with a SUNAT SOL user, a current prescription, and the product details and quantities. DIGEMID aims to answer within 5 business days. Confirm current requirements with DIGEMID before shipping.
- Medicines for cancer, HIV/AIDS, and diabetes
- Can clear by courier free of duty and IGV up to USD 10,000 FOB (about PEN 34,000) when sent to a person in accredited medical treatment.
- Plants, seeds, fruit, flowers, wood, and basketry items
- SENASA controls them by phytosanitary risk category. Processed products in category 1 aren't subject to mandatory control. For higher-risk items SENASA may require an import permit (PFI) requested before shipping and a phytosanitary certificate from the origin country, and they only enter with a favorable SENASA inspection report.
- Meat, dairy, and other animal products
- Many pork products are on SUNAT's prohibited list under SENASA rules. Check SENASA's requirements before sending any other animal product, and never send fresh meat or dairy.
- Goods that need a permit (restricted goods)
- The courier flags them and must send customs the permit number. Above USD 200 FOB they lose the flat 4% rate and pay the item's normal tariff rate plus 16% IGV and 2% IPM.
- Goods subject to excise tax (ISC) worth over USD 200
- Excluded from the courier's simplified clearance. They go through a regular import procedure.
- Shipments over USD 2,000 FOB
- Need a full import for consumption (importación para el consumo) instead of courier clearance. An IGV prepayment (percepción) then applies on the value plus duty and taxes: 10% if you have no RUC or it's your first import, 5% for used goods, 3.5% otherwise.
Sending from Peru
Shipping boxes out of Peru1314
Sending your own things out of Peru by express courier is simple. The courier files a simplified export declaration (DSEER) for you, for shipments up to USD 5,000 FOB (about PEN 17,000). Cultural heritage can't leave Peru at all, so get a Ministry of Culture certificate for any craft, replica, or antique-looking piece before you ship.
Documents
- Itemized packing list with fair values, marked as used personal effects or gift
- Sender's DNI or carné de extranjería; a RUC if you go past 3 occasional exports a year worth up to USD 1,000 FOB each, or one a year worth up to USD 3,000
- Ministry of Culture certificate that the item isn't cultural heritage, for crafts, replicas, and old-looking objects
- Permits for any restricted goods, which are cleared in a separate export category
Can't leave the country
- Items found to be cultural heritage cannot leave Peru, and there is no appeal
- Replicas and crafts that look like cultural goods can be seized without the Ministry of Culture certificate
- Restricted goods need their permit and go through a separate export category
- Couriers will not carry cash or negotiable instruments
Before pickup
- Book the Ministry of Culture check early: you bring the items to an appointment and the certificate takes about 7 business days. The fee is S/ 50.60 (about USD 15) for 1-4 items, plus S/ 4.00 (about USD 1.20) for each extra item.
- Keep receipts from craft shops and markets that show your pieces are new.
- Describe contents clearly. Vague lists slow checks.
- Check the destination's customs rules. The receiving country decides duties.
Addresses, delivery and timing1
Writing the address
Write the street type and name (Av. for avenida, Jr. for jirón, or Calle), the number, and the apartment (Dpto.), then the neighborhood or urbanization (Urb.), the district, and the city or province. Add a landmark (referencia) and the receiver's phone number. The district matters most for routing; add the five-digit postal code if you know it.
Lucía Ejemplo QuispeJr. Los Geranios 245, Dpto. 302Urb. Los JardinesMiraflores, LimaReferencia: frente al parquePeruExample only; not a real address.
Delivery coverage
Fastest to: Lima, Callao, Arequipa, Trujillo, Chiclayo, Piura, Cusco, Huancayo, Tacna.
Remote areas: Amazon cities such as Iquitos, Pucallpa, and Puerto Maldonado, and small towns high in the Andes, can add several days and surcharges.
Couriers deliver the boxes themselves after clearance. If you choose to collect, clearance is done at the customs office inside the courier's facility or, if it has none, at SUNAT's office on Av. Elmer Faucett in Callao. Give the receiver's phone number and district so the courier can arrange payment and delivery.
When things slow down
Expect slower service around Fiestas Patrias (July 28-29), Holy Week, Black Friday and other online sales events, and from Christmas through New Year.
Advice for your situation
Students
Foreign students can receive boxes with their carné de extranjería once it is issued; before that, ask the courier what ID it will accept. Keep boxes at USD 200 FOB or less where that's honest, and pack used clothes in your suitcase rather than shipping them. Leaving Peru, get a Ministry of Culture certificate for any crafts that look old.
Returning home
Peruvians back after 3 years or more abroad (2 if the host country forced the return) can bring, once and tax-free, menaje up to USD 50,000 (about PEN 170,000), a vehicle up to USD 50,000, and work equipment up to USD 350,000 (about PEN 1.19 million) under Ley 30001, extended by Ley 31827. Get the returning-migrant card (TMR) abroad or in Peru within 180 days before or after you arrive, ship everything in your own name, and apply to SUNAT within 6 months. With 13 months or more abroad but no card, menaje pays a single 12% tax. Either way, used clothes can only come as baggage or menaje, not in gift boxes.
Expats and relocations
Foreigners moving to Peru use the carné de extranjería as receiver ID. The returning-migrant exemption is only for Peruvians, but after 13 consecutive months abroad you can bring household goods as menaje de casa for a single 12% tax, arriving between 1 month before and 6 months after you. For a few boxes, the courier lane (free up to USD 200 FOB, 4% plus 18% up to USD 2,000) is often simpler. Leave out used clothes and shoes.
Tips for a smooth delivery
- Keep each box at USD 200 FOB or less where that's honest: it clears with no duty or IGV. Boxes on the same flight to the same person may be added together.
- Leave used clothes and shoes out of gift boxes. Peru only lets them in as baggage, menaje de casa, or approved donations.
- Get the receiver's DNI or carné de extranjería before you book, and keep an eye on the limit of 3 RUC-free imports a year.
- Moving home after 3 years or more abroad? Get the returning-migrant card (TMR) before you ship, put every shipping document in your name, and apply to SUNAT within 6 months.
- Sending medicine? Get DIGEMID's authorization through VUCE first, with a prescription that lists the quantities.
- Sending crafts or anything that looks old out of Peru? Get the Ministry of Culture certificate first, or customs can seize it.
Shipping to and from Peru: questions
Is there a tax-free limit for packages to Peru?
Yes. Courier shipments worth up to USD 200 FOB (about PEN 680) pay no duty and no IGV, whether they hold gifts, purchases, or your own things. Boxes to the same person on the same flight may be added together.
How much will the receiver pay above USD 200?
Up to USD 2,000 FOB, a flat 4% duty on the CIF value (goods plus shipping and insurance), then 18% on the CIF value plus duty: 16% IGV and 2% municipal promotion tax. Above USD 2,000 the boxes need a full import.
Can I send used clothes to Peru?
Generally no. Peru bans imports of used clothing and footwear except as baggage, menaje de casa, or approved donations, and SUNAT treats used clothes sent as gifts as prohibited. Pack them in your suitcase, or clear them with your menaje when you move.
Does the receiver need a DNI or a RUC?
The courier needs the receiver's ID number: the DNI for Peruvians, the carné de extranjería for foreign residents. A RUC is only needed past 3 occasional imports a year worth up to USD 1,000 FOB each, or one a year worth up to USD 3,000.
Can I bring my household goods tax-free when I move back to Peru?
Yes, once, if you're Peruvian and lived abroad for at least 3 years (2 if you were forced to return). Get the returning-migrant card, ship in your own name, and apply to SUNAT within 6 months. Menaje up to USD 50,000 is then free of import taxes. With 13 months or more abroad, menaje pays a single 12% tax.
Can I send medicine to Peru?
Only with DIGEMID's authorization for individual treatment. Apply through VUCE with a prescription before you ship. Medicines for cancer, HIV/AIDS, and diabetes sent to a patient can clear tax-free up to USD 10,000 FOB.
How do I ship boxes from Peru to another country?
Book an express courier and list every item with a fair value. The courier files a simplified export declaration for shipments up to USD 5,000 FOB. You don't need a RUC for up to 3 occasional exports a year worth up to USD 1,000 FOB each. The receiver pays any import charges at the other end.
Can I send crafts or antiques out of Peru?
Anything that is cultural heritage can't leave Peru. For crafts, replicas, or antique-looking pieces, get the Ministry of Culture's certificate first (S/ 50.60, about USD 15, for up to 4 items), or customs can seize them.
