Bangladesh taxes most courier boxes, often heavily, so plan before you pack. Duties and taxes234512

Duty-free threshold
Consignments worth Tk 2,000 (about $16) or less, counting the goods alone without freight and insurance, clear free of all duties and taxes if the duty and tax due would also be Tk 2,000 or less. The relief doesn't cover goods declared as having no commercial value, restricted goods, or anything commercial. There is no separate duty-free allowance for gifts or used personal effects sent by courier: above the de minimis they pay normal duties and taxes.
Import tax
VAT at 15%, charged on the customs value plus customs duty, regulatory duty, and supplementary duty. On top of that come customs duty (CD), mostly 0-25%; regulatory duty (RD) on many consumer goods, often 5%; supplementary duty (SD) on many consumer goods, for example 30% on garments and 60% on ceramic tableware; advance income tax (AIT), usually 5% of the value; and advance tax (AT) of 7.5% on the same base as VAT. The FY2026-27 tariff puts the total at 104.06% of the value for cotton T-shirts, 64.25% for worn clothing, 45.88% for smartphones, 12.5% for higher-education books, and 9.5% for laptops.
How value is worked out
CIF: the customs value is the goods plus insurance and freight, and duties are charged on it. The Tk 2,000 de minimis test uses the goods' own value, without freight and insurance. Declare a fair second-hand value for used goods. Customs decides de minimis eligibility on the value it determines, and can ask for documents and reassess what you declare. Under the Transfer of Residence rules, duty on listed household goods is charged on a value cut by 40% after two years abroad, plus 10% for each extra year, up to 80%. Amounts here use about BDT 123 per USD, the Bangladesh Bank weighted average rate published on September 27, 2026.
Who pays
Shipments are sent DAP. The receiver pays any duties and taxes before or on delivery. The courier may add a clearance or disbursement fee.
Moving there?
People moving to Bangladesh after at least two years' continuous stay abroad can use the Transfer of Residence Baggage (Import) Rules, 2000. Used clothing, books, and bedding come in free of all duties and taxes, and so does professional equipment worth up to USD 1,000 (about Tk 123,000). Listed household goods, one of each, worth up to USD 3,000 plus USD 500 for each extra year abroad (maximum USD 5,000, about Tk 615,000) pay duty on a value reduced by 40-80% for depreciation, and each other family member adds 20% of that limit. The goods must be booked from the country where you lived within 30 days of your arrival and declared on the TR declaration form with your passports. These benefits are claimed as passenger baggage, so ask the courier whether it can clear your boxes this way; otherwise they're taxed as ordinary imports.

Worked example

Illustrative: a courier box of clothes, not a gift, with a customs (CIF) value of Tk 20,000 (about $163), including shipping and insurance. Assumes customs applies the cotton T-shirt rates from the FY2026-27 tariff (heading 6109.10.00: CD 25%, RD 0%, SD 30%, VAT 15%, AIT 5%, AT 7.5%), with SD charged on the value plus duty and VAT and AT on the value plus duty and SD.

CD: 25% x Tk 20,000 = Tk 5,000. SD: 30% x (Tk 20,000 + Tk 5,000) = Tk 7,500. VAT: 15% x (Tk 20,000 + Tk 5,000 + Tk 7,500) = Tk 4,875. AIT: 5% x Tk 20,000 = Tk 1,000. AT: 7.5% x Tk 32,500 = Tk 2,437.50. Total Tk 20,812.50, which matches the tariff's 104.06% total tax incidence.

About Tk 20,800 (about $169), a little more than the clothes' value, plus any courier fee. If customs treats them as worn clothing (heading 6309.00.00, 64.25% in total), the bill is about Tk 12,850 (about $104). A consignment worth Tk 2,000 or less, with duty and tax of Tk 2,000 or less, would owe nothing.

How customs clearance works in Bangladesh3479

Express couriers send each shipment's details to customs before the flight leaves for Bangladesh, and every express shipment is scanned in front of a customs officer. Gifts, samples, and de minimis items clear on a simplified declaration in the receiver's name with a copy of the receiver's NID or passport, while other personal shipments under 30 kg need a full bill of entry filed by the courier or a customs clearing agent. Duties are paid electronically, by the courier from its prepaid account (then billed to the receiver) or by the receiver directly, before release.

Formal entry
The express rules set no value ceiling, but consignments of 30 kg or more, valuables, perishables, plants, animals, and goods needing a permit, quarantine, or quality certificate go through normal customs procedures, usually with a clearing agent. Gifts over USD 5,000 CFR in a financial year also need an import permit.
How long it takes
Often 1-3 business days after arrival when the NID or passport copy and values are in order. Longer if the box is examined, reassessed, or needs another agency's approval.
Inspections
Every express shipment is scanned, and risk management or specific intelligence selects boxes for physical examination. Customs can ask for original documents when a declaration doesn't match. Plant material can be seized, treated, or destroyed by plant quarantine.
If duties go unpaid
Bangladesh Customs says consignments not cleared within 21 days of unloading at a customs airport (30 days at seaports, land ports, and inland container depots) may be auctioned. Under the express rules, the courier hands uncleared shipments to customs for auction once the legal time limit passes.

Moving to Bangladesh: claiming duty relief128

  1. 01

    Check you qualify

Transfer of Residence needs at least two years' continuous stay abroad and a decision to live in Bangladesh. Short visits home averaging up to three days a month still count as time abroad. The rules cover all passengers except tourists and privileged persons, together with their families.

  2. 02

Know what's free and what's taxed

Used clothing, books, and bedding are free of all duties and taxes, and so is professional equipment up to USD 1,000. Listed household goods (such as a TV, fridge, washing machine, computer, furniture, and kitchenware), one of each, worth up to USD 3,000 after two years plus USD 500 for each extra year (maximum USD 5,000) pay duty on a value reduced by 40%, plus 10% for each year over two, up to 80%. Each other family member adds 20% of the head's limit.

  3. 03

Book from where you lived, on time

The goods must be booked from the country where you lived, and the booking must be made within 30 days of your arrival in Bangladesh.

  4. 04

    Declare with your passports

Fill in the Transfer of Residence declaration form with your time abroad, family members, the airway bill or bill of lading, and a list of the goods with purchase dates and prices. Give customs the passports of everyone moving with you, and plan to be present when the goods are cleared.

  5. 05

    Stay at least a year

If you decide to move abroad again within a year, you must pay the full duties and taxes on the goods.

  6. 06

Not two years abroad? Use unaccompanied baggage

Under the 2025 baggage rules, you can send unaccompanied baggage once per calendar year, only from the country where your journey started. Declare it on the Schedule-1 baggage form, with proof of the booking, before leaving the customs hall, or within 30 days of arrival if you couldn't. Duty is charged where applicable.

Documents to have ready123910

  • Copy of the receiver's National ID card (NID) or passport
  • Itemized packing list with a fair value for each item, marked as gift or used personal effects (not 'no commercial value')
  • A letter authorizing the courier to clear the shipment in the receiver's name, if the courier asks for one
  • For baggage or transfer of residence: passports (including family members moving with you), the airway bill or booking proof, and the baggage or TR declaration form
  • For medicines: the prescription, and only small quantities for personal use
  • For plants or plant products: an import permit and the exporting country's phytosanitary certificate (best left out of personal boxes)

National Identity Card (NID) or passport: For gift and low-value (de minimis) consignments to a private person, the courier must file a copy of the receiver's National ID card or passport with customs. Businesses give their VAT registration number or a customs-issued Consignee Identification Number (CIN). Other personal boxes are also declared in the receiver's name, so have the NID or passport copy ready before you ship. We ask for it during booking.

Onvoyo prepares the commercial invoice from your contents list. You print three copies, sign them, and send them with your boxes.

Fall outside express clearance and are cleared as normal imports, with full customs formalities and usually a clearing agent. Ask the courier how a multi-box shipment will be declared.

Sending from Bangladesh

Shipping boxes out of Bangladesh391011

Sending your own things out of Bangladesh by express courier is routine, and it's how many students ship clothes and books to a new university. Licensed express services handle exports as well as imports under the customs express rules. A few items need permission before they leave: antiquities, medicines, and plants.

Documents

  • Itemized packing list with fair values, marked as used personal effects or gift
  • Your NID or passport; the courier will usually ask for it
  • Permission from the Directorate General of Drug Administration (DGDA) to send any medicine abroad
  • A phytosanitary certificate for plants or plant products
  • An export license from the Director of Archaeology for any antiquity

Can't leave the country

  • Antiquities, meaning objects more than 100 years old, can't be exported without a license from the Director of Archaeology, granted only for temporary exhibition, examination or preservation, licensed foreign excavations, or exchanges. Antiquities sent out illegally can be confiscated under customs law
  • Medicines can't be exported without a license; small quantities for personal use can be sent abroad with the licensing authority's (DGDA's) permission
  • Every export of plants or plant products must be examined by a plant quarantine officer and needs a phytosanitary certificate
  • Couriers won't carry cash or negotiable items

Before pickup

  • Check the destination's customs and biosecurity rules before packing food, spices, seeds, or medicines. The UK, US, Canada, and Australia are all strict.
  • Buying crafts, textiles, or old-looking pieces to send? Keep receipts that show they're modern, so they aren't mistaken for antiquities.
  • Send medicines only with DGDA permission and a copy of the prescription.
  • Describe contents clearly. Vague lists slow checks at both ends.

Addresses, delivery and timing

Writing the address

Write the house and road number, then the area or thana, then the city and four-digit postal code. Add a nearby landmark if the street is hard to find, and always give the receiver's mobile number: couriers call before delivering.

Nusrat ExampleHouse 12, Road 5DhanmondiDhaka 1205Bangladesh

Example only; not a real address.

Delivery coverage

Fastest to: Dhaka, Chattogram, Gazipur, Narayanganj, Sylhet, Khulna, Rajshahi, Cumilla, Barishal, Rangpur, Mymensingh, Cox's Bazar.

Remote areas: The Chittagong Hill Tracts (Rangamati, Khagrachhari, and Bandarban), coastal islands such as Bhola, Hatiya, and Sandwip, and river char areas can add several days and surcharges. Monsoon flooding can cut roads, especially in the northeast haor areas around Sunamganj and Sylhet.

International express shipments usually clear at Dhaka's Hazrat Shahjalal International Airport, then travel on the courier's domestic network. Give the receiver's mobile number so the courier can arrange payment and delivery.

When things slow down

Expect slower service around Eid ul-Fitr and Eid ul-Adha, which bring multi-day public holidays and move about 11 days earlier each year, and shorter office hours during Ramadan. Durga Puja, International Mother Language Day (February 21), Independence Day (March 26), Pohela Boishakh (April 14), and Victory Day (December 16) also slow clearance. The June-October monsoon and cyclones in spring and late autumn can delay deliveries, and August-September and January are busy with students heading abroad.

Advice for your situation

Students

Leaving for the UK, US, Canada, or Australia? Couriers can send your clothes, books, and bedding from Bangladesh: list every item with a fair value, and check the destination's rules on food, spices, and medicines before packing. Medicines need DGDA permission to be sent abroad, and plant products need a phytosanitary certificate. Coming home, carry what you can: travelers aged 12 or over get 65 kg of baggage duty-free plus up to 35 kg more of clothing, personal items, books, and study materials, and one laptop, printer, and scanner also come in free. You can send unaccompanied baggage once a calendar year from the country where your trip started, declared on arrival with proof of booking. After two years or more abroad, typical for a degree, the Transfer of Residence rules let used clothes, books, and bedding in free with no value limit, plus professional equipment up to USD 1,000, if you book the goods from your country of study within 30 days of arriving. Courier boxes outside these rules pay full rates, which for clothes can be close to their value.

Returning home

Bangladeshis back for good after at least two years' continuous stay abroad can use the Transfer of Residence rules: used clothing, books, and bedding free, professional equipment up to USD 1,000 free, and listed household goods up to USD 3,000-5,000 at a depreciated value, with 20% of that limit added for each family member. Book the goods from the country you lived in within 30 days of arriving, declare them on the TR form with the family's passports, and stay at least a year, or the full duty falls due. The everyday baggage allowances apply too: 65 kg plus 35 kg of clothing and books, two used phones plus one new phone a year, and 100 g of gold ornaments once a year. The belongings of a Bangladeshi citizen who dies abroad are exempt from all duties and taxes. Family members receiving courier boxes need their NID or passport.

Expats and relocations

Foreign nationals arriving as non-tourist passengers get the same baggage allowances, and may bring 1 liter of alcohol, which Bangladeshi passport holders can't. The Transfer of Residence rules apply to all passengers except tourists and privileged persons, so a foreigner moving to Bangladesh after two years or more abroad may qualify; confirm with customs before you ship. Courier boxes to a foreign resident need a copy of the receiver's passport, and goods of Israeli origin can't be imported.

Tips for a smooth delivery

  • Get a copy of the receiver's NID or passport before you book. The courier has to file it with customs.
  • Keep each consignment under 30 kg. Heavier shipments leave the express system and clear as normal imports, which takes longer and usually needs an agent.
  • Declare an honest value and describe each item. Don't mark boxes 'no commercial value': goods declared that way can't use the Tk 2,000 de minimis.
  • Carry clothes, books, and study materials in your checked baggage when you can. By courier, garments can pay tax close to their value; in baggage they're usually duty-free.
  • Moving home after two years or more abroad? Book your household goods from the country you lived in within 30 days of arriving, under the Transfer of Residence rules.
  • Leave out alcohol, fresh food, plants, seeds, gold, and other valuables.

Shipping to and from Bangladesh: questions

Is there a duty-free limit for parcels to Bangladesh?

Only a small one. A consignment worth Tk 2,000 (about $16) or less, with no more than Tk 2,000 of duty and tax due, clears free. There's no separate allowance for gifts or used personal effects, so most boxes pay duties and 15% VAT.

How much will the receiver pay on a box sent to Bangladesh?

It depends on the goods. Customs adds customs duty, any regulatory and supplementary duty, then 15% VAT, 7.5% advance tax, and usually 5% advance income tax. The FY2026-27 tariff puts the total at about 104% of the value for cotton T-shirts, 64% for worn clothing, 46% for smartphones, 12.5% for higher-education books, and 9.5% for laptops.

Does the receiver need an NID?

Yes, or a passport. For gift and low-value consignments to a private person, the courier must file a copy of the receiver's National ID card or passport. Have one ready for any box.

Can I ship my belongings home duty-free when I move back to Bangladesh?

Partly. After at least two years' continuous stay abroad, the Transfer of Residence rules let used clothing, books, and bedding in free, plus professional equipment up to USD 1,000. Listed household goods up to USD 3,000-5,000 pay duty on a depreciated value. Book the goods from the country you lived in within 30 days of arriving, and declare them on the TR form.

Can I send medicine to Bangladesh?

Small quantities for personal use are exempt from the import license rule, subject to conditions. Send only what the patient needs, include the prescription, and ask the Directorate General of Drug Administration (DGDA) first about anything unusual or controlled.

Can I send gifts to family in Bangladesh?

Yes. An individual can receive gifts worth up to USD 5,000 CFR a financial year without an import permit, and gifts clear on a simplified declaration. Unless a gift fits the Tk 2,000 de minimis, it still pays normal duties and taxes.

How do I ship boxes from Bangladesh to the UK, US, Canada, or Australia?

Book an express courier, list every item with a fair value, and have your NID or passport ready. The destination decides duties and its own food, plant, and medicine rules, so check them before you pack.

What can't I send out of Bangladesh?

Antiquities (objects more than 100 years old) need an export license from the Director of Archaeology, granted only for purposes such as temporary exhibitions or exchanges. Medicines need permission even in small personal amounts, and plants need a phytosanitary certificate. Couriers also refuse cash, aerosols, flammables, loose batteries, and weapons.
