Shipping boxes to and from India
India charges duty on most personal items and gifts sent by courier. Since April 1, 2026, a typical personal box pays about 31% of its value in duty and IGST, and only life-saving medicines and rakhi can come in as duty-free gifts. The receiver must complete KYC with the courier using an Aadhaar, passport, PAN card, or voter ID. Moving home for good? Your household goods can qualify for transfer-of-residence relief of up to INR 7.5 lakh (about $7,820) when shipped as unaccompanied baggage.

Duties and taxes1235612
- Duty-free threshold
- There is no general duty-free threshold for courier boxes, and used personal items are dutiable too. The courier rules allow duty-free gifts of up to INR 10,000 (about $104) per consignment, but since December 2019 only life-saving medicines and rakhi may be imported as gifts by courier or post. Any other gift can still come in if the receiver pays the full duty.
- Import tax
- IGST (Integrated Goods and Services Tax) at 18% on goods imported for personal use, or 5% on medicines for personal use, charged on the CIF value plus customs duty. Basic customs duty on personal imports (tariff heading 9804) fell from 20% to 10% on April 1, 2026, and a 10% social welfare surcharge on that duty now applies. Together that is about 31% of the CIF value. Alcohol, tobacco, printed books, and motor vehicles fall outside this heading and pay their own rates.
- How value is worked out
- Duty is charged on the assessable value, which is the CIF value: the goods plus freight and insurance to India. IGST is then charged on the CIF value plus the basic duty and surcharge. Declare an honest current value for used items; customs examines and assesses courier shipments and can question values that look wrong. The courier's bill of entry converts the invoice value from its currency into rupees at the customs rate of exchange. The INR 10,000 gift and INR 1 lakh low-value limits use the declared value; the INR 50,000 KYC address limit uses the CIF value. USD figures in this guide use the reference rate the Reserve Bank of India showed on September 25, 2026: about INR 95.9 per USD.
- Who pays
- Shipments are sent DAP. The receiver pays any duties and taxes before or on delivery. The courier may add a clearance or disbursement fee.
- Moving there?
- Under the Baggage Rules 2026, people moving their home to India can bring personal and household goods they owned abroad free of duty, including one unit each of listed items such as a TV, fridge, washing machine, or laptop. Indian residents and people of Indian origin get up to INR 1.5 lakh (about $1,560) after 3-12 months abroad, INR 3 lakh (about $3,130) after at least a year abroad in the last two years, and INR 7.5 lakh (about $7,820) after two years or more, with conditions. Foreigners on a non-tourist visa get the same amounts based on their stay in India. The relief is claimed on unaccompanied baggage declared on form CBD-II, not on regular courier imports.
Worked example
Illustrative: a box of used clothes, shoes, and kitchen items declared at INR 22,000, plus INR 3,000 of freight and insurance, for a CIF value of INR 25,000 (about $261). Assumes customs accepts the declared value and assesses the box as a personal import under heading 9804 at the rates in force from April 1, 2026, with no transfer-of-residence relief.
Basic customs duty: 10% x INR 25,000 = INR 2,500. Social welfare surcharge: 10% x INR 2,500 = INR 250. IGST: 18% x (INR 25,000 + INR 2,500 + INR 250) = INR 4,995. Total INR 7,745, or 30.98% of the CIF value.
About INR 7,745 (about $81), plus any courier clearance fee. The same box sent as a gift owes the same amount, because only life-saving medicines and rakhi go duty-free.
How customs clearance works in India128
Express couriers file an electronic manifest before the flight lands, then a courier bill of entry for each shipment: CBE-XI for documents, CBE-XII for duty-free gifts, CBE-XIII for dutiable shipments up to INR 1 lakh, and CBE-XIV above that. The courier acts as the receiver's agent for clearance and passes on the duty bill before delivery. For low-value shipments it can take the receiver's authorization at the door.
- Formal entry
- Above an invoice value of INR 1 lakh (about $1,040), the courier files the regular dutiable courier bill of entry (CBE-XIV). Gold, silver, gems, plants, animals, and perishables can't be cleared under the courier rules at all and need regular cargo clearance. Unaccompanied baggage is also cleared outside the courier system.
- How long it takes
- Often 1-3 business days after arrival once KYC is complete and duty is paid. Longer if plant quarantine, CDSCO, or another agency must clear something first.
- Inspections
- Customs screens and examines courier packages as it directs. Seeds and plant material go to plant quarantine, which fumigates infested items and incinerates prohibited ones. Medicines without a permit, undeclared items, and doubtful values can all lead to a hold.
- If duties go unpaid
- Goods not cleared within 30 days of arrival are detained and can be sold or disposed of after notice to the courier and the receiver. A refused shipment can be sent back abroad with customs approval. Chennai Customs notes that many gift boxes are refused when receivers see the duty bill.
Moving to India: claiming duty relief34
- 01
Check you qualify
Indian residents and people of Indian origin returning after at least 3 months abroad, or foreigners on a non-tourist visa staying in India more than 6 months. The higher tiers can't be claimed again within 3 years.
- 02
Know your limit
Returning residents: INR 1.5 lakh, about $1,560 (3-12 months abroad), INR 3 lakh, about $3,130 (at least 1 year abroad in the last 2), or INR 7.5 lakh, about $7,820 (2 years or more abroad, with short visits home totaling no more than 6 months). Foreigners get the same amounts for a 6-12 month stay, at least 1 year within their first 2, or 2 years or more.
- 03
Time the shipment
The goods must have been yours abroad. They can land up to 2 months before you arrive, or be sent within 1 month after. Customs can allow up to a year if illness or other events beyond your control delayed you.
- 04
Declare on CBD-II
File the Unaccompanied Baggage Declaration (CBD-II) on ICEGATE or the Atithi app, up to 3 days before the baggage lands. List each item and its value, your travel dates, and short visits to India. A customs broker or another person you authorize can file it for you.
- 05
Clear customs
Present the baggage for examination where it lands. Duty applies to anything over your limit. Foreigners whose stay turns out shorter than required must tell customs and pay the duty with interest.
- 06
Collect it in time
Baggage not cleared within 6 months of your arrival (extendable by up to 6 months) can be sold after notice.
Documents to have ready124789
- Receiver's KYC document: Aadhaar, passport, PAN card, or voter ID, ideally one that shows the delivery address
- Itemized packing list with a fair value for each item; the courier rules require a declaration of contents and total value on every package
- For medicines: a CDSCO import permit (Form 12B), applied for with a doctor's prescription
- For food: a signed FSSAI Form 7 declaration that it is for personal use, if customs asks
- For plants or seeds: an import permit and a phytosanitary certificate from the country of origin
- For transfer of residence: passport, the CBD-II unaccompanied baggage declaration, the air waybill or bill of lading, and the dates of any short visits to India in the last two years
KYC document (Aadhaar, passport, PAN card, or voter ID): Courier KYC rules accept any one valid ID that shows the receiver's identity and address. If the ID shows a different address, the courier records the delivery address at handover, and that completes KYC. This address shortcut covers individuals' documents, gifts, and low-value shipments up to a CIF value of INR 50,000 (about $520). Commercial imports also need an Importer Exporter Code (IEC). We ask for it during booking.
Onvoyo prepares the commercial invoice from your contents list. You print three copies, sign them, and send them with your boxes.

What you can't send to India123478911
Not allowed
- Aerosols, spray cans, and compressed gas cylinders
- Flammable liquids and solids: fuel, lighter fluid, paint, nail polish, matches
- Loose or spare lithium batteries and power banks not installed in a device
- Cash, gift cards, checks, and other negotiable items
- Firearms, ammunition, replicas, and weapon parts
- Perishable food, and meat, dairy, or fresh produce
- Cannabis, CBD, and THC products, even where they are legal at origin
- E-cigarettes, vapes, and their parts
- Narcotic drugs and psychotropic substances
- Wildlife products
- Counterfeits and other goods that infringe intellectual property rights
- Maps and publications that show India's external borders incorrectly
- Counterfeit Indian currency notes or coins
- Gold, silver, and precious or semi-precious stones in any form, including jewelry: the courier clearance rules exclude them
Allowed with conditions
- Gifts
- Only life-saving medicines and rakhi can come in as duty-free gifts, up to INR 10,000 per consignment. Any other gift is allowed only with full duty paid, about 31% of the CIF value since April 2026. Tell the receiver before you ship, because many gift boxes are refused at the door.
- Medicines
- Medicines sent rather than carried need a CDSCO import permit (Form 12B). Apply on Form 12A to a CDSCO port office with a prescription from a registered doctor that shows the drug, quantity, and length of treatment. There is no fee, and permits are usually issued in a day or two.
- Plants, seeds, bulbs, and planting material
- Need an import permit and a phytosanitary certificate from the country of origin. Seeds and planting material can enter only through Amritsar, Chennai, Kolkata, Mumbai, or New Delhi. Plant quarantine inspects them, fumigates infested items, and destroys prohibited or infected material. Soil and peat need a special permit.
- Packaged food
- FSSAI's import rules don't apply to food for personal use within the value customs allows, but the receiver may have to sign a Form 7 declaration that it won't be sold. Perishables and plant or animal material can't be cleared under the courier rules.
- Satellite phones and drones
- Even travelers must declare them to customs at the red channel. Expect a shipped one to be held, and check with customs before sending.
- Alcohol and tobacco
- They fall outside the personal-imports heading, so full tariff rates apply. The travelers' allowances of 2 liters and 100 cigarettes don't apply to shipments.
- Shipments over INR 1 lakh
- Above an invoice value of INR 1 lakh (about $1,040), the courier files a regular dutiable bill of entry (CBE-XIV) instead of the low-value one.
Sending from India
Shipping boxes out of India121011
Sending your own belongings out of India by express courier is routine once you complete KYC with the courier. The courier files a courier shipping bill for you, and personal gifts up to INR 25,000 (about $260) per consignment use the simplified gift form. Antiquities and e-cigarettes can't leave, and anything that looks old should travel with an ASI non-antiquity certificate.
Documents
- Sender's KYC document: Aadhaar, passport, PAN card, or voter ID
- Itemized packing list with values, plus a declaration of contents and total value on each package
- Non-antiquity certificate from the Archaeological Survey of India for old-looking statues, paintings, brassware, or manuscripts
- Importer Exporter Code (IEC) for anything commercial
Can't leave the country
- Antiquities (objects in existence 100 years or more, and valuable manuscripts or records 75 years or more) may be exported only by the central government or its authorized agencies. Illegal export can mean 6 months to 3 years in prison and a fine.
- E-cigarettes and their parts cannot be exported
- Commercial goods paid for from abroad go on a different courier shipping bill and need an IEC
- Couriers will not carry cash or negotiable instruments
Before pickup
- Sending more than INR 25,000 (about $260) of your own things in one box? Ask the courier how it will be declared before you pack.
- Apply early for a non-antiquity certificate for anything that looks antique. You can apply online through the ASI.
- Check the destination's food rules before sending spices, pickles, or sweets.
- Keep receipts for new items so the receiving country can value them.
Addresses, delivery and timing
Writing the address
Write the flat or house number, building, street, area or locality, city, state, and the 6-digit PIN code. Add the receiver's mobile number: the courier uses it for KYC and delivery.
Priya ExampleFlat 4B, Example Residency12 Sample Road, Andheri WestMumbai, Maharashtra 400058India+91 98000 00000Example only; not a real address.
Delivery coverage
Fastest to: Mumbai, Delhi NCR, Bengaluru, Chennai, Hyderabad, Kolkata, Pune, Ahmedabad.
Remote areas: The northeastern states, Jammu and Kashmir, Ladakh, the Andaman and Nicobar Islands, Lakshadweep, and rural areas can add days. Some PIN codes are not served for every service.
Courier imports clear at courier terminals at major international airports, then travel on the courier's domestic network. Delivery waits until KYC is complete and duty is paid. Monsoon rains from June to September can slow local delivery.
When things slow down
Diwali (October or November) and the wedding season around it are the busiest times for courier imports. Republic Day (January 26), Independence Day (August 15), Gandhi Jayanti (October 2), Holi, and regional festivals can slow customs and delivery. Monsoon rains from June to September slow some deliveries.
Advice for your situation
Students
Heading to the US, UK, Canada, or Australia to study? You can ship clothes, books, and bedding from India by courier once you complete KYC with an Aadhaar, passport, PAN card, or voter ID. Gifts up to INR 25,000 (about $260) per consignment use the simplified gift form; ask the courier how a higher-value box of your own things will be declared. The destination sets duty and food rules, so check our guide for that country before packing pickles, spices, or sweets. Coming home after your degree? You may qualify for transfer of residence: INR 1.5 lakh (about $1,560) after 3-12 months abroad, INR 3 lakh (about $3,130) after a year abroad in the last two, or INR 7.5 lakh (about $7,820) after two years or more. It's claimed on unaccompanied baggage declared on CBD-II that lands no more than 2 months before you or is sent within 1 month after, and customs decides who qualifies, so ask before you ship. If you're 18 or older you can also carry one new laptop duty-free in your baggage. Studying in India? Your passport works for courier KYC, and medicines sent to you need a CDSCO Form 12B permit.
Returning home
Returning for good? Transfer of residence covers personal and household goods up to INR 1.5 lakh (about $1,560) after 3-12 months abroad, INR 3 lakh (about $3,130) after a year abroad in the last two, or INR 7.5 lakh (about $7,820) after two years or more, with short visits home totaling no more than 6 months. The two higher tiers can be used once every 3 years. Ship as unaccompanied baggage and declare it on CBD-II. Carry gold jewelry in your own baggage: after more than a year abroad, 40 g (women) or 20 g (others) is duty-free, and gold can't go by courier.
Expats and relocations
Foreigners moving to India on a non-tourist visa for more than 6 months get transfer-of-residence relief based on their stay: INR 1.5 lakh (about $1,560) for 6-12 months, INR 3 lakh (about $3,130) for at least a year within your first two, or INR 7.5 lakh (about $7,820) for two years or more. If you leave earlier than planned, you must tell customs and pay the duty with interest. Your passport works for courier KYC; if it doesn't show your Indian address, the courier records the address at delivery.
Tips for a smooth delivery
- Ask the receiver to complete KYC with the courier as soon as tracking starts. An Aadhaar, passport, PAN card, or voter ID works.
- Give the receiver a duty estimate before you ship: about 31% of the CIF value for most personal items and gifts.
- Don't mark a box as a gift to save duty. Only life-saving medicines and rakhi get the gift exemption.
- Pack papers separately from goods, and put a declaration of contents and total value on each box. The courier rules require both.
- Moving home for good? Ship household goods as unaccompanied baggage, file CBD-II, and time it to land within 2 months before or be sent within 1 month after you arrive.
- Leave out gold, jewelry, e-cigarettes, seeds, and fresh food.
Shipping to and from India: questions
What KYC documents do I need to receive a courier package in India?
Any one valid ID that shows your name and address: Aadhaar, passport, PAN card, or voter ID. If the address on it is different, the courier records your delivery address at handover. That shortcut covers personal shipments up to a CIF value of INR 50,000 (about $520).
Is there a duty-free limit for gifts sent to India?
Only for life-saving medicines and rakhi, up to INR 10,000 (about $104) per consignment. Since December 2019, other gifts by courier or post are allowed only with full duty paid, which is about 31% of the CIF value from April 2026.
How much duty will my family pay on a box of personal items?
From April 1, 2026: 10% basic customs duty, a 10% surcharge on that duty, and 18% IGST on the total. That comes to about 31% of the CIF value (goods plus shipping and insurance). Medicines pay 5% IGST instead of 18%.
Can I send used clothes to India duty-free?
Not by courier: used items are dutiable like new ones. Used clothes and daily-use items in your own baggage are duty-free, and the Baggage Rules also apply to unaccompanied baggage. If you're moving to India, ask customs whether your boxes can go that way.
Can I ship household goods to India when I move back?
Yes, as unaccompanied baggage under transfer of residence: up to INR 1.5 lakh, 3 lakh, or 7.5 lakh (about $1,560, $3,130, or $7,820) depending on your time abroad. The boxes can land up to 2 months before you arrive or be sent within 1 month after, and you declare them on form CBD-II.
Can I send medicine to India by courier?
Yes, with a CDSCO import permit (Form 12B). The receiver applies on Form 12A with a prescription from a registered doctor. There is no fee, and permits usually take a day or two.
How do I ship boxes from India to another country?
Book an express pickup, show your KYC document, and list every item with a value. Personal gifts up to INR 25,000 (about $260) per consignment go on the courier's simplified gift shipping bill. The receiver pays any import charges at the other end.
What can't I send from India?
Antiquities (objects 100 years old or more, and valuable manuscripts or records 75 years old or more) and e-cigarettes can't be exported. Get an ASI non-antiquity certificate for anything that looks old. Couriers also refuse cash, aerosols, flammables, and loose batteries.
